Founded in 2021, Virginia Plastic Surgery provides our community with access to the full breadth of aesthetic and reconstructive plastic surgery services with world-class quality, cutting-edge techniques and technology, humanitarian compassion, luxurious service and meticulous attention to every detail.

Roshan Morbia, MD, FACS

Dr. Roshan Morbia was born in Evanston, Illinois, and raised on the Gulf Coast of Texas. After graduating Valedictorian of his high school class, he attended the University of Chicago, where he earned a B.S. with honors in mathematics and a B.A. in biological sciences and graduated in the top 5% of his class. Dr. Morbia then attended the University of Texas Southwestern Medical School at Dallas, where he first discovered his passion for plastic and reconstructive surgery as a student rotating through the plastic surgery, burn surgery and pediatric/cleft lip surgery services. Chosen for the Alpha Omega Alpha medical honor society as a junior medical student and again graduating in the top 5% of his medical school class, he remained in Dallas to complete his surgical internship at Parkland Memorial Hospital. Dr. Morbia subsequently completed the combined residency in general surgery and plastic surgery at Saint Louis Universityβ€”serving as chief resident in his final yearβ€”and a fellowship in craniomaxillofacial and pediatric plastic surgery at Stanford University, serving as Clinical Instructor and training plastic surgery residents and students.

Dr. Morbia was board certified by the American Board of Plastic Surgery in 2019 after scoring in the top 1% nationwide on the exam’s written component and in the top 10% nationwide on the exam’s oral component. He is also a member of the American Society of Plastic Surgeons and a fellow of the American College of Surgeons.

Dr. Morbia specializes in aesthetic/cosmetic surgery of the face, breast and body, skin cancer removal/reconstruction (Mohs), breast cancer reconstruction and contouring surgery after weight loss. Driven by the core values of integrity and compassion, he has been serving the Hampton Roads community since 2018, including as Assistant Professor in the Eastern Virginia Medical School (EVMS) Division of Plastic and Reconstructive Surgery since 2021.

In his time away from the OR and clinic, Dr. Morbia enjoys reading and playing golf. He takes great pride in being an over-the-top β€œdog dad” to his rescue pups Mollie and Frankie and is thrilled to be a doting father to his son, Mir ("Mimo"), and daughter, Meena ("Mimi"), and devoted husband to his beautiful wife, Joy.

Gianfranco Frojo, MD

Dr. Gianfranco Frojo is a board certified plastic surgeon specializing in cosmetic surgery of the face, nose and breast. Dr. Frojo graduated from the University of Alabama School of Medicine and then completed the integrated plastic surgery residency at Saint Louis University, where he and Dr. Morbia first worked together. Dr. Frojo comes to Virginia Plastic Surgery from the prestigious, #1-ranked University of Texas Southwestern Medical Center at Dallas Aesthetic Surgery Fellowship, where he trained under the leading world experts in facelift, rhinoplasty, breast augmentation and comprehensive cosmetic surgery. Dr. Frojo’s experience in Dallas makes him the most highly-trained aesthetic plastic surgeon in the Hampton Roads region.

Dr. Frojo is honored to serve as a director on the Leadership Committee of The Aesthetic Surgery Education and Research Foundation (ASERF). This organization performs a critical role in the advancement of aesthetic/cosmetic surgery scientific research, directly impacting the outcomes of our patients. Dr. Frojo has been a candidate member of The Aesthetic Society since 2022 and has served as a key investigator for the ASERF-sponsored "Defining Ideal External Female Genital Anatomy via Crowdsourcing Analysis," the first study of its kind in genital aesthetic surgery.

Dr. Frojo has published numerous articles and book chapters on various topics in plastic surgery and has delivered presentations at multiple meetings of the nation’s plastic surgeons. His focus at Virginia Plastic Surgery is on customizing aesthetic surgery for each individual patient’s anatomy and goals, with an emphasis on safety, reproducibility and long-lasting results.

Kevin Bounds, MD

Dr. Kevin Bounds is a skilled and compassionate board certified plastic surgeon with over 25 years of clinical experience. He grew up in Williamsburg, Virginia, graduating magna cum laude from Duke University in 1978 and from University of Virginia School of Medicine in 1982. He then journeyed south to Emory University, where he completed his surgical internship and general surgery and plastic surgery residencies at Emory University Affiliated Hospitals. His experience in cancer and trauma surgery at Emory informed his detailed understanding of surgical and non-surgical approaches to aesthetics, and today Dr. Bounds specializes in breast surgery including breast augmentation/lift, eyelid surgery (blepharoplasty) and non-surgical and injectable treatments such as Botox and fillers. Dr. Bounds finds joy in helping patients achieve their aesthetic goals and improve their appearance to be the best version of themselves and takes great pride in his one-of-a-kind personalized approach and friendly demeanor.

Virginia Plastic Surgery is proud and honored to have had Dr. Bounds join the practice in 2023. Dr. Bounds is board certified by the American Board of Plastic Surgery (ABPS), the only Board recognized and approved for plastic surgery of the entire body by the American Board of Medical Specialties. Fishing, visiting the beach with friends and family, tennis and pickleball are some of his favorite recreational pastimes. He has a beloved grandson and granddaughter in Atlanta, GA, and loves to travel with his wife.

Chelsie Mulholland, MMS, PA-C

Chelsie Mulholland, M.M.S., PA-C, is a nationally certified Physician Assistant specializing in surgical procedures. She completed her Masters degree in Medical Science at Saint Louis University and performed her clinical training with the Plastic and Reconstructive Surgery service at Saint Louis University Hospital with Dr. Frojo as her clinical preceptor. It was while working with Dr. Frojo that Chelsie recognized the gratifying nature of restoring lives through plastic surgery. She credits her refined surgical skill set and keen aesthetic sense to training under Dr. Morbia and Dr. Frojo. Prior to joining VPS, Chelsie worked in surgical oncology for several years in Los Angeles at top medical centers including University of Southern California Medical Center and City of Hope Cancer Hospital. As a transplant from the Midwest, Chelsie enjoys exploring the East Coast with her husband. Their favorite hikes and beaches are right here in Virginia Beach.
